Role description and task arrangements

The municipality of Schiedam strives to provide its residents with a safe living environment. Result areas of the team include public order, residential nuisance, youth crime, and crisis management. But the person-oriented approach is also part of the team's tasks, as are policies around prostitution, coffee shops, the hospitality industry or events. In recent years, much effort has been put into combating undermining.

Team Security
Team Safety consists of the components Security & Crisis Management, Supervision and Enforcement, and intervention on residential nuisance and undermining. Each section is managed by a team leader. As policy officer OOV you fall within the section Security & Crisis Management.

What will you do?
As policy officer OOV at the municipality of Schiedam, no day is the same. In this dynamic role you switch effortlessly between the roles of policy maker, advisor and implementer. You know the various scaling-up routes and are not averse to complex and politically sensitive cases. One moment you are advising the mayor on various aspects of his Public Order & Safety portfolio and not much later you are communicating with the police about a nuisance incident. In addition, you represent the municipality of Schiedam in both local and regional consultations with a wide range of chain partners. Together with your OOV colleagues you set the course to realize the ambitions from the implementation plan. In addition, as part of cluster OOV you are also responsible for the acute and current security challenges in the municipality in various areas.

In doing so, your responsibilities include the following:
  • You are a substantive advisor in the field of public order and security; you join consultations in the security portfolio and provide solicited and unsolicited advice on various security topics.
  • You will act on behalf of the municipality and the mayor in external consultations with relations.
  • You will maintain relationships both within and outside the municipal organizations.
  • You coordinate the division of tasks together with colleagues in the team, monitor progress and keep an overview.
  • You will act as a policy advisor in the security domain, contributing to policy development, writing and co-directing administrative decision-making and then implementing policy.
  • You will coordinate security issues with teams within municipal organizations and with external parties.
  • You direct the deployment of multiple security partners in various security areas.
  • You are broadly deployable in case of nuisance situations, working from a can-do mentality.

Job Requirements:
  • A completed college education. Integral Safety Studies, law or public administration is a plus.
  • Demonstrated experience within the field, within a municipal organization or another partner in the security domain is a plus.
  • You have an affinity for legal issues and can translate them towards policy and implementation.
  • You are available outside office hours and on weekends in case of crisis situations.
  • You are policy strong and can bring this to fruition through a practical attitude.
  • You can switch well between the strategic/administrative level and tactical/operational level.
  • You communicate clearly, are proactive, enjoy working together, are enterprising and results-oriented.
