Job vacancy: Public Order & Safety Advisor – care & safety 

NOTE: SECONDMENT ONLY 

For the Safety cluster, we are looking for an experienced AOV employee for approximately 32-36 hours per week.

As a Public Order and Safety Advisor (AOV) , you will make an active contribution to the quality of life and safety in the municipality of Coevorden. The safety domain encompasses a wide range of diverse activities, from complex case studies to policy development. Together with the other advisors, we set task priorities – based on the Integrated Safety Plan (IVP) – and divide the work. You will work in the broad OOV domain, but your main focus will be on the theme of care & safety.

Your team/cluster

As an AOV officer, you will work within the Safety cluster, which is part of the Economy & Quality of Life team. The cluster consists of two AOV officers, two lawyers, three APV/special laws permit issuers, three special investigating officers, and a coordinator with whom you will be working. We are looking for a colleague who can temporarily reinforce the AOV officers. Together, we are committed to a safe and livable municipality. This is what you do

When healthcare and safety intersect, you maintain an overview. From the perspective of public order and safety, you contribute to the multidisciplinary approach to complex healthcare and safety cases. In addition, you are the connecting link between policy and practice on the theme of healthcare and safety.

You recognize risks, identify signals, and translate these into a clear course of action for partners, management, and the board. You analyze cases, prepare recommendations, and advise on interventions, cooperation agreements, and follow-up. You ensure that information relevant to the OOV domain is shared in a timely and careful manner and carry out actions in a timely manner. You also pay attention to patterns and trends, which you translate into signals for policy and management.

Work activities include:
  • Human trafficking liaison officer: setting up internal reporting channels and raising awareness, advising and ensuring that actions are taken.
  • Contributing from the perspective of public order and safety in the approach to complex cases in the areas of care and safety, youth and safety, and residential nuisance.
  • Contribute to setting up, implementing, and executing the Approach to Preventing Escalation.
  • Providing input and/or drafting policy in the areas of care and safety, youth and safety, and residential nuisance, such as:
  • Approach to disruptive youth groups + consultation structure;
  • Implementation plan for complex residential nuisance + consultation structure;
  • Prevention and enforcement plan.
  • Management and advice on ad hoc security matters where rapid response is essential.
  • Administrative advice to the mayor and/or the municipal executive.

  • Process-oriented – you can work under time pressure and deal professionally with high-risk cases.
  • Flexible – you can adapt when situations don't go as planned.

  • Good communication skills – you easily tailor your communication to residents, partners, colleagues, and administrators.
  • Solution-oriented and pragmatic – you seek workable solutions in situations where multiple interests and perspectives converge.
  • Administrative sensitivity – you sense when it is necessary to scale up, inform, or advise.
What we are looking for:
  • HBO working and thinking level, preferably in the field of integrated safety
  • 3 to 5 years of work experience in the security field, preferably in the area of care and safety
  • Municipal experience
