Role description and task arrangements

Are you able to work with (regional) and ZHB parties, the Port of Rotterdam Authority, the municipality of Rotterdam, the province of South Holland, the Rotterdam The Hague metropolitan region (MRDH), and Deltalinqs, then you are the person Zuid-Holland Bereikbaar is looking for.  

It is a challenge to work on tasks and ambitions that are currently relevant in the area of accessibility and quality of life on the islands of South Holland (Hoeksche Waard, Voorne Putten, Goeree Overflakkee) and the Port of Rotterdam. It is an area with vulnerable access, which makes accessibility and traffic flow urgent and important. For the Accessible Port project, we are looking for a project manager for between 2 and 4 days a week.  

Who is ZHB? 

Zuid-Holland Bereikbaar is a collaboration between the Ministry of Infrastructure and Water Management, Rijkswaterstaat, the Province of South Holland, the Municipality of The Hague, the Municipality of Rotterdam, the Metropolitan Region of The Hague Rotterdam (MRDH), the Port of Rotterdam Authority, and ProRail. Our main task is to improve accessibility in South Holland. To achieve this, we work with our partners to ensure that disruption during construction work is kept to a minimum and we contribute to the sustainable mobility transition. We have approximately 100 people working at ZHB. This consists of a permanent base of around 30 employees and around 70 people in a flexible shell. Due to the enormous maintenance and renewal task, accessibility in areas is under pressure. ZHB's approach to accessibility in areas affected by projects (causing disruption) is preferably focused on a structural, area-specific, and multi-year accessibility approach. 

 

 

 

About the assignment 

As project manager, you are responsible for implementing the Accessible Port project. The aim of the project is to set up a collective transport system within five years consisting of carpooling, vanpooling, and Hopper—which, after an initial phase in the Botlek area, can be developed into a long-term, sustainable, high-quality transport system with (almost) full cost recovery. In addition to rolling out the transport concept across the entire Botlek/Vondelingenplaat area, expansion to the Maasvlakte and Waal-Eemhaven area is planned for 2026. 

The assignment requires attention to be paid to the organizational structure and any procurement strategy and its implementation for the long term.  

An important part of this is the (further) development of an effective employer and employee approach, which ensures that the potential (20-50% modal split share) is actually realized. 

It is anticipated that this foundation will be completed by June 2026, allowing the long-term phase to commence in the second half of 2026, including the further recruitment of users and the development of the transportation system. 

For this complex project approach, we are looking for a suitable project manager who  

  • has experience in implementing complex, administratively and environmentally sensitive projects at the intersection of public transport and mobility.  

  • has thorough knowledge of public mobility (and its economic and legal aspects), as well as 

  • Solid knowledge and experience in the field of influencing mobility choices ("behavioral change"), particularly through employer approaches.  

  • Thorough knowledge and experience in (technical) projects, with an important role for management elements (results and quality, finances, progress/time, and risk management).   

You are professional, results-oriented, flexible, sensitive to your environment, with a sense of consensus and a focus on cooperation. As a project leader, you ensure that the approach is implemented in a structured, accurate, and efficient manner, together with your project team, the ZHB/ZHEH area team, municipalities, Rijkswaterstaat, the province, and other (area) partners. You manage a project team of approximately 4-6 specialists. Internally, you report to the area portfolio holder responsible for the relevant project in the aforementioned area. Together, you will coordinate the accountability towards the client (the Administrative Consultation Accessible Port, which includes: the Municipality of Rotterdam (chair), the Port of Rotterdam Authority, the Province of South Holland, the Rotterdam-The Hague Metropolitan Region, and Deltalinqs). 

Duties and responsibilities  

Preparation and planning 

  • Drawing up and implementing the project plan (objectives, intended results, phasing, milestones, approach, and budget) 

  • Supervising the procurement process as project manager 

  • Deployment of capacity and resources 

  • Stakeholder Analysis 

  • Alignment and obtaining mandate and decision-making 

 

Implementation and direction 

  • You are primarily responsible for implementing the project plan approved by the board.  

  • Coordinates and manages the project team in the areas of communication, development of the collective transport system, and planning. 

  • Coordinates activities within established frameworks such as time schedule and budget 

  • Monitors progress, keeps track of action lists, identifies bottlenecks, and makes adjustments where necessary. 

  • Assumes responsibility for project management (financial reporting, risk management) 

  • Monitors contract agreements 

  • Regularly consults with the advisory group 

  • Participates in meetings with client managers 1-2 times per quarter and prepares for these meetings 

  • Participates in administrative consultations with clients 3-4 times a year 

 

Collaboration 

  • Organizes coordination meetings with clients, contractors/transporters 

  • Creates internal and external support for the project and the chosen approach 

  • Acts as a point of contact for internal and external stakeholders 

  • Monitors expectations, interests, and roles within the collaboration at various levels 

 

Completion, handover, accountability 

  • Provides timely substantive reports to portfolio holder, client, MT and if necessary governance ZHB. 

  • Documents learning points, outcomes and transfer information. 

  • Ensures the implementation of measures. 

  • Evaluates project content and process with internal and external stakeholders 

 

What are you taking with you? 

  • Minimum HBO working and thinking level 

  • At least 5 years of experience as a project manager in a complex environment in mobility, infrastructure projects, or government assignments 

  • Demonstrated experience managing multidisciplinary teams in a political-administrative context and projects with (potentially) multiple clients and stakeholders  

  • Strategic advisory skills, familiar with risk-based working and accountability, and recognizes the various interests at the tactical-strategic level.  

  • Is familiar with topics such as accessibility, mobility and behavior change  

  • Possesses excellent oral and written communication skills.  

  • Is proficient in the systems and methodologies relevant to the position (e.g. Prince2, scrum, IPMA). 

  • You are results-oriented, a team player, tactically and strategically minded, able to work under pressure, and a strong communicator. 

  • Experience with Smart Travel approaches or RWS projects is a plus.
