Role description and task arrangements

Zuid-Holland Bereikbaar (ZHB) is looking for a Stakeholder Manager to further strengthen our collaboration with partners, businesses, and government agencies.
In this position, you will be the connecting link between policy, implementation, and communication. You will ensure that interests, expectations, and goals come together so that projects run smoothly and the accessibility of South Holland is maintained. You will operate at the intersection of strategy, administrative collaboration, and communication. Whether it concerns a large infrastructure project, a regional mobility approach, or cross-regional nuisance planning, you know how to engage people, create support, and accelerate collaboration.


Who is ZHB?
Zuid-Holland Bereikbaar is a collaboration of the Ministry of Infrastructure and Water Management, the Department of Public Works, the Province of South Holland, the municipality of The Hague, the municipality of Rotterdam, Metropolitan Region of The Hague Rotterdam (MRDH), the Port of Rotterdam Authority and ProRail.

Our main task is to improve accessibility in South Holland. To achieve this, we and our partners ensure that disruption during works is limited and we contribute to the sustainable mobility transition. We have about 100 people working at ZHB. That's a permanent base of about 30 employees and about 70 people in a flexible shell.

What will you do?
As a stakeholder manager at Zuid-Holland Bereikbaar, you will work on complex mobility challenges that combine behavior, space, and policy. You will connect diverse stakeholders and ensure that different approaches, studies, and interventions are aligned.

You will supervise processes that focus on design, analysis, and collaboration, and translate insights into concrete measures that contribute to an accessible, livable, and future-oriented region. In doing so, you will ensure consistency, monitor progress, and actively involve partners in the development and implementation of the approach.

Duties and responsibilities
  • Developing and implementing a stakeholder strategy for each project or area.
  • Analyzing interests, forces, and expectations among partners and the environment.
  • Building and maintaining relationships with governments, companies, interest groups, and resident representatives.
  • Translating administrative agreements into workable collaboration processes.
  • Actively managing collaboration between partners within and outside ZHB.
  • Supporting portfolio holders and project leaders in administrative consultations and area sessions.
  • Identifying risks and opportunities in the collaboration and providing proactive advice on these.
  • Act as a link between disciplines such as programming, mobility management, traffic management, and communication.
  • Contribute to strengthening internal cooperation and team development within ZHB.

Job Requirements
  • HBO+/WO working and thinking level, preferably in public administration, communication, urban planning, or a similar field.
  • At least 5 years of experience with stakeholder management, participation, or administrative cooperation.
  • Experience with complex public partnerships, preferably between governments and infrastructure operators.
  •  Demonstrable experience within complex, (semi-)public environments with many interests and cooperation partners.
  • Knowledge of mobility, area development, or social innovation is a strong advantage.
  • Experience with public, service, or social design and empathetic research.
  • Strong communication and interpersonal skills; able to engage stakeholders in change processes.
  • Analytical, creative, results-oriented, and proactive in organizing collaboration.
  • Ability to think strategically and translate this into practical, actionable steps.
