Role description and task arrangements

Who we are.
The twelve provinces of the Netherlands all have their own character. Each province has a special history, a unique culture and characteristic landscapes. Provinces play an important role in solving social issues at the regional level, such as the Climate challenge. Provinces contribute to policy and realization. They do so individually, but also collectively through the Interprovincial Consultation (IPO), the umbrella organization of the twelve provinces. The IPO acts as an advocate and booster of innovation and knowledge exchange.

For several years, the provinces have been working together on digital transformation in the IPO Digitalization Program. Provincial employees from all twelve provinces work together on a wide range of projects aimed at:
  1. The application of data and digital innovations for transition tasks in the spatial domain
  2. Resilience, digitization legislation and digital professionalism
  3. Advocacy on digitization with the European Commission and the State

One of the projects being worked on within the Digitization program is the project "Coordination of implementation of digitization legislation."

What is BIJ12?
BIJ12 is the implementing organization for the 12 provinces and brings together knowledge and information about the rural area and physical environment in the Netherlands. We ensure uniformity in information provision and implementation of provincial regulations. For more information please visit our website: www.bij12.nl. IPO and BIJ12 are organizational units of the Association the Interprovincial Consultation. This tender procedure is supervised by BIJ12.

Background
In recent years, more than 20 laws and directives have come into force in the field of digitization. Partly these are European regulations and directives (the "Digital Rulebook"), partly Dutch legislation. These laws and directives cover a number of domains:

Digital business:
  • European legislation: Single Digital Gateway (SDG) regulation, Digital Services Act (DSA).
  • Dutch legislation: Services Act, Environment Act, Electronic Administrative Modernization Act (Wmebv), Digital Government Act.

Information management, openness and transparency:
  • European legislation: Data Act, Data governance act, Open Data Directive
  • Dutch legislation: Archives Act, Government Information Reuse Act, Electronic Publications Act, Open Government Act

Data protection and cyber security:
  • European legislation: NIS2 directive, General Data Protection Regulation (GDPR), e-Privacy regulation
  • Dutch legislation: Cyber Security Act (Cbw), General Data Protection Regulation (AVG), Police Data Act, Baseline Information Security Government (BIO).

Innovation:
  • European legislation: Artificial Intelligence Act (AI act)

From the IPO, we pool knowledge and expertise on this legislation, represent provincial interests in the development of new legislation and examine the impact on provincial organizations.  

A working group consisting of employees of the provinces is also active for this purpose. As a result of their efforts, an initial guide to implementing digitization legislation has been developed.

Assignment content
The IPO aims to enable the 12 provinces to comply with European and Dutch digitization legislation as efficiently as possible and in a timely manner.

In this role, you will contribute to this by:
  • create and maintain an overview of the content, developments, deadlines and impact on counties of these legislations
  • Create and maintain an overview of the status of implementation at provinces
  • the development of practical implementation tools
  • serving as an interprovincial resource for questions from working groups and provinces
  • proactively sharing relevant information with working groups and provinces
  • further shape cooperation with key partners such as House of Dutch Provinces, Association of Dutch Municipalities, Union of Water Boards and the State.

Number of hours per week 24
Extension options 4 x 6 months

Renewal is on otherwise unchanged contractual terms (including the hourly rate).
