Role description and task arrangements

The Building Supervision Inspector is responsible for dealing with and ensuring compliance with notifications and environmental permits pursuant to the General Provisions of Environmental Law Act (transitional law Wabo) and as of January 2024 the Environment Act and the Private Quality Assurance Act, supervising activities related to the Environment Act (including the Building Decree 2012 (transitional law) and the Building Works Decree for the Living Environment and taking and drafting enforcement decisions when irregularities are found pursuant to that legislation. The inspector makes substantive decisions about safety (for the environment during execution). The inspector provides technical input in objection and appeal proceedings and, to this end, attends court hearings and objections committees.

Inspector's duties under the Environment Act:
  • decides on notifications of start/end/modified (construction) activities or start and end of construction from private quality assurance.
  • assesses and decides during the implementation of activities whether all conditions of the granted permit, notifications of activities made and applicable regulations and ordinances are met.
  • assesses and decides on the safety plan, assurance plan, assurance instrument, the risk analysis from the private quality assurance, conducts its own risk analysis for this purpose, investigates whether there are any additional risks and supervises compliance with the agreed points in practice.
  • decides on certificates of occupancy of structures.
  • halts the implementation process under the Environment Act, under administrative order for deviations (reported or not by the Quality Assurance Officer) from the assurance plan and other irregularities.

What the candidate must bring is at least the following knowledge and experience:
  • Broad knowledge and at least 5 years of experience in the field of supervision and enforcement with respect to the Environment Act, Housing Act, Housing Act and municipal regulations.
  • Possesses an HBO working and thinking level, obtained through education or work experience. 
  • Independent, result and solution-oriented and also customer-oriented work is a requirement.
  • Experience with registration program SquitXO (old) and Rx.Mission and a feel for digitization are important.
  • Possesses excellent communication and negotiation skills.
  • Sense of political-administrative relations is important.
  • A collegial and proactive attitude and be able to connect with colleagues within the team and within the municipal organization.
