Mission cooperation model business operations

Background and occasion

In the fall of 2024, colleagues in the design atelier supporting business operations worked on a recommendation to the MT to arrive at a way of organizing in which efficient and effective business operations support is provided to the departments (called themes in our organization), doing justice to the integral responsibility of the themes within the established quality requirements.

The reason for the workshop support on operations is:

  • Lack of clarity about what is/isn't being done by operations team
  • Mutual mismatch and ambiguities in services offered and needs and in expectations as to what each person's contribution to this is.
  • Friction in mutual cooperation (attitude and behavior) between operations and primary process and failure to follow agreements made on service delivery and division of labor.

We are ready for the next step in professionalization and quality of operations.

In the workshop sessions, the design team arrived at a draft business management collaboration model. This model is outline and includes principles for cooperation and a description of the four business management roles. The advice of the design team is to concretize, implement and evaluate this collaboration model.


Objective

Elaborate and implement the concept of the "cooperation model for business operations" that provides clarity about what can be expected from business operations and what business operations can expect from its customers and clients by making concrete agreements per business operation about which tasks are performed where and under what conditions.

This should lead to clarity, mutual understanding and efficient and effective operations that contribute optimally to achieving the organization's objectives.


Approach

  • Is consistent with our vision, mission, way of working and operating philosophy.
  • Incremental: incremental based on what it takes to achieve the goal.


Required competencies and experience

  • Senior (project) manager/advisor
  • Experience with municipalities/government
  • Experience in establishing service delivery in business operations
  • Able to connect
  • Experience in implementing change
  • Knows how to organize support


Availability

  • 2 to 3 days per week
  • Period: September 2025 to July 2026
